And under what circumstances this happens?

Instead of policy meetings today, when it is issued by the insurance company you updated as of last month (before your birthday for example) to lower the cost.

This is the answer and reason. It is generally for a birthday to get and keep a lower rate.

In addition to these two answers to a life insurance policy can be applied retroactively to a date prior to your date of birth earlier to get a cheaper premium. Several companies have done, but there are limits, ie they only go back 2 months or it must be a policy of more than 20 years.
