I assume you mean a travel insurance that you need to register in your home country before going on an international trip (to where ever). An example would pay for the flight back to your country if you get sick and want to return home or for other additional services (such as private rooms for hospital stays longer etc.) which are not part of emergency treatment in Germany.

Each emergency treatment is supported by the government system of health - for residents and foreigners / visitors. The term pre-existing condition is unknown in Germany for medical care. (Means preexisting or not, nobody will be denied service).

But we know that an emergency situation in Germany is considered a condition which is life-threatening or potentially could become fatal if not treated immediately. Sniffles, rashes, tired feet (and what other silly reason people visit emergency rooms in the United States for, and admittance is not the nurse that you send to a family doctor (which you invoice if you are a visitor). Your visit should also be later than 12 hours after occurrencee or it is not considered either Emergencies (means, if it does not hurt bad enought to get there earlier you can go see a doctor regularly to check it)

If you mean the drug coverage during visits to the doctor or non-urgent, then check with your current health insurance. Many of you cover the world (if you check before traveling), but require you to pay cash and submit invoices for reimbursement upon your return.

You can get something like that by private health insurance.
You can check with Google. I had something like this for a short period by Allianz, it is not cheap, but it's OK when you have it.
